(Adopted at the first general meeting – Sivan, 5685 / June 1925).
A) Name of the Organization
The organization shall be called “Yizrael.”
B) Objectives of the Organization
The organization aspires to establish a Moshav Ovdim¹, by preparing the necessary and suitable human resources through social and agricultural training for settlement on national land, in the form of a Moshav Ovdim. For this purpose, the organization enters into negotiations with the settlement institutions of the General Federation of Hebrew Workers in Eretz Israel (Histadrut)².
C) Members of the Organization
Any member of the Histadrut who aspires to settle on the land in the form of a Moshav Ovdim can be a member of the organization. Admission of members is carried out by the Secretariat and subsequently confirmed by the Council. The number of members is set at eighty. After that, additional candidates may be admitted.
Every member must comply with the decisions of the general meetings, the Council, and the Secretariat, complete their social and agricultural training, and participate in all meetings, lessons, assemblies, and discussions organized by the leadership of the organization.
The following members shall be expelled from the organization: 1. Anyone who evades compliance with the decisions of the organization’s leadership; 2. Anyone who, over time, is found unfit for life in a Moshav Ovdim; 3. Anyone expelled from the Histadrut.
D) Administration of the Organization
The organization is administered through General Meetings, a Council, and a Secretariat.
• General Meetings: A general meeting shall convene at least once every three months. Its roles are: 1. Theoretical section – to clarify the organization’s aspirations and the means of fulfilling them; 2. Practical section – to present the organization’s demands before the settlement institutions; 3. To decide on the concentration of members; 4. To elect a Council and Secretariat; 5. To adopt or amend the internal constitution; 6. To expel members from the organization, upon the proposal of the Secretariat.
Regional meetings may be convened by decision of the Council; a general meeting must be convened at the request of 50% of the members.
E) The Council
The Council of the organization consists of the Secretariat members together with representatives from any location where more than five members reside. Any place with more than ten members sends two representatives to the Council.
The role of the Council: to ensure the social and agricultural training of the members; to decide on the organization’s activities to fulfill its objectives; and to convene general meetings. The Council meets once every two months.
F) The Secretariat
The Secretariat consists of five members elected by the General Meeting for a term of six months. The Secretariat must be based in one location. Its role is to implement the decisions of the General Meetings and the Council, manage the organization’s affairs, ensure compliance with the decisions, admit members in accordance with Section C of this constitution, convene Council meetings and prepare their agenda, decide on urgent matters, and conduct negotiations with settlement institutions in accordance with the decisions of the General Meetings and the Council.
(Note: In locations with more than five members, one member is chosen to serve as liaison with the Secretariat.)
